Carbon dioxide removal is essential to keeping the Paris Agreement goals within reach.
But it will not scale through fragmented action or distant promises. The work now is implementation: coordinated global action that brings governments, businesses, civil society, experts, and institutions into practical collaboration around measurable, real world impacts.
CDR2030 was created in the spirit of COP30 in Belém and its call for a global mutirão — collective effort directed toward action. It applies that model to carbon dioxide removal, helping align and catalyze the policy, market, and institutional conditions needed to propel CDR from the margins to maturity this decade.
This new multi-stakeholder initiative is designed to make CDR scalable by 2030. It's built on four core components.

Targets make big goals actionable. They provide a shared benchmark against which plans, partnerships, and progress can be measured. For CDR, that matters now: 100 Mt of novel CDR capacity and 3 Gt of conventional CDR by 2030 sets a clear marker for whether the field is moving from early momentum toward real scale. The target is informed by a new generation of recent high-level CDR commitments and benchmarks.

Clear implementation requires plans that make intended results visible and accountable. Actions to accelerate CDR set out target outcomes, milestones, and activities designed to deliver measurable impact against the 2030 target. Hosted by one or more participating organizations, plans will be published on CDR2030.earth and announced annually at COP.

Activation Groups are the primary fora for advancing the areas where CDR must make decisive progress this decade: demand mobilization, policy activation, and industrial integration. Each group brings together contributors with different expertise and decision-making roles, while cross-group coordination is supported through a digital platform and topical workshops.

CDR2030 is designed to work in active alignment with the Global Climate Action Agenda's 5-year vision, introduced at COP30 in Belém. Actions through this platform will relate their aims to the Action Agenda’s key objectives and 100+ Plans to Accelerate Solutions, embedding CDR as an powerful and essential solution aligned with wider climate goals.
Initiatives already contributing to the agenda will also be consulted and invited to join CDR2030, strengthening continuity between existing action agenda work and the next phase of CDR implementation.
